Yes, I think it will work to roast the cauliflower florets first instead of boiling. Let me know how it turns out.

I’m really not sure how it would work with frozen cauliflower rice. My guess would be not bad but not as good as with fresh cauliflower.

Yes, I think you can make it ahead and then cook when you need it. I would let it come to room temperature before baking.
